In addition to operating a community cultural facility and providing arts programming, Arts Place provides a broad range of services to the region, including information and referral, technical assistance , grantsmaking, and cultural needs assessment.

Overview Currently, our level of services is greater in Indiana than Ohio, due to our participation with the Indiana Arts Commission in the Regional Partnership Initiative. It is our long range goal to provide the same services in Ohio as are currently available in Indiana. For individuals and organizations in West Central Ohio, we provide technical assistance to artists and arts organizations. We also provide information and referral on a request basis. For those individuals and organizations based in Indiana, our services are much more extensive. In 1997, the Indiana Arts Commission and 12 community-based organizations jointly established the Indiana Regional Partnership Initiative, a collaborative project to enhance support for arts and cultural activities statewide, especially in underserved areas. Each of the twelve Regional Partner Organizations work in cooperation with the Indiana Arts Commission to provide services to artists, arts providers, and arts consumers in specific multi-county areas. In 1997, Arts Place, Inc. joined with the Indiana Arts Commission as the Region Five Partner Organization to provide services on its behalf to a twelve county region. Region Five consists of Adams, Blackford, Delaware, Fayette, Grant, Henry, Jay, Madison, Randolph, Rush, Union, and Wayne Counties in Indiana. As a Regional Partner, Arts Place provides four core services to the 12 counties of Region Five: information and referral, grantsmaking, technical assistance, and cultural needs assessment. Information & Referral In 1998, Arts Place organized a consortium amongst the 12 regional partners to develop a statewide web-based information system. With grants from the National Endowment for the Arts and the Indiana Arts Commission, the Partners worked in conjunction with Envisage of Bloomington, Indiana to create a powerful database system known as IndianaArts.org. Launched in 2000, the website provides a wealth of information on the arts in Indiana. The site includes an artist registry, an events calendar, as well as up-to-date information on arts organizations and projects around the Hoosier state. To see for yourself, visit www.indianaarts.org. top of page Grantsmaking Beginning in July 1999, the Indiana Arts Commission provided block grant funds to all Regional Partner Organization for regranting to arts providers within their regions. This means that most applicants who in past years applied to the Indiana Arts Commission now submit their funding applications to the Regional Partner Organization that serves the county in which each applicant is located. The Indiana Arts Commission continues to offer direct grants to major arts institutions (organizations with budgets in excess of $1,000,000.00 and serving a multi-region area) and to individual artists. Grants serve as an incentive for developing and strengthening the capacity of communities to plan and implement quality arts activities. All funding decisions are made in open processes that meaningfully involve citizens in decisions about how state and federal tax dollars will be used to support the arts in each region and statewide. For the fiscal year beginning July 1, 2007, Arts Place awarded $189,738 to 29 organizations in Region Five. Organizations can receive advice and materials on board development, budgeting, facility development and management, fund raising, and marketing. The main support for our technical assistance services is provided by The George and Frances Ball Foundation. top of page Cultural Needs Assessment Arts Place periodically conducts studies, focus groups, and surveys to determine consumer interests and artist and arts provider organization needs. The current services were developed and refined based on studies conducted in 1998 and 1999. A new series of surveys using www.indianaarts.org will begin late in 2001.
